    • Introduction

      Currently the local plan identifies this agricultural land as Greenbelt and as such will be treated as outwith the urban expansion area of Glenboig. As with many areas of the UK, Glasgow and the Clyde Valley, these locations have continued to experience population decline. This trend is currently abating with a predicted reversal within the medium term thus pressurising the release of greenbelt land for new housing developments.

      Council Planning Objectives

      North Lanarkshire Council have identified within the 2005 Structure Plan Consultative Draft Alteration the need to meet, in part the Scottish Executive objectives of reversing population decline. As part of these objectives the areas of Gartcosh and Glenboig have been identified as Potential Urban Expansion Areas. Through National Planning Framework and Public Service Agreement a more sustainable pattern of development is seen as the principal means of meeting future shortfalls.

      Forecasting the disparity between supply and demand for housing is an on-going process. It is not possible to put a precise figure on this shortfall but published figures for the post 2010 period demonstrate that this is likely to be in excess of 20,000 housing units. North Lanarkshire is in a position to meet a large portion of this through the objectives of the Structure Plan.

      Way Forward

      Representations for the release of the above greenbelt land will be made to North Lanarkshire Council through demonstrating the advantages this site offers for residential development. Glenboig falls within a location already identified as Potential Urban Expansion Area. The provision of mixed use, medium and long term development strategies we will seek to assure the council and local residents of the long term benefits of a sustainable development strategy enhancing and adding to local amenities.

      Further to recent enquiries regarding the potential competition from adjoining land owners we have prepared a brief statement on our understanding of the current planning policy.

      The following are current submissions affecting the Glenboig Area

      NLLP C5 DO Banks for housing at Gartcosh Road
      NLLP C6 ED Waste Recycling Group at Garverrie Quarry
      NLLP C6 EF Banks for village regeneration
      NLLP C5 EW Church of Scotland at Carrick Park

      Glenboig has attracted several submissions amounting to a potential of 1500 additional units. From our consultations with North Lanarkshire Council all planning submissions will be assessed on an equal basis taking into account

    • Impact on local services
      Impact on infrastructure
      Scale and impact on the existing village

      North Lanarkshire Council stated,
      " without prejudicing any of the submissions, you will appreciate that whilst the Glenboig - Gartcosh area in general has been identified as suitable for urban expansion, it is highly unlikely that all of the submissions will come through as actual housing sites"

      The above references and subsequent discussions suggest that no submission has attracted preferential status irrespective of scale or applicant. Ramoan Farm location has at least equal possibility of succeeding as all potential housing sites.
